Subject Title
Law for Communications Operators

Subject Description
This subject introduces students to the Canadian legal system, including criminal and provincial offences. Students learn how laws are created and their application at the federal, provincial and municipal levels. Statutes and regulations that directly apply to Emergency Communications Services are examined, along with their direct impact on the role of Emergency Communication Operators. Students also become familiar with administrative law and the importance of procedural applications.

Credit Status
This is a 911 & Emergency Services Communications Program prescribed credit.

Learning Outcomes
Upon successful completion of this subject the student will be able to:

  1. Explain the English common law system and the other origins of Canadian law.
  2. Describe the legislative processes for all three levels of Government in Canada.
  3. Demonstrate the origins of the Canadian Constitution with emphasis on the Charter of Rights and Freedom.
  4. Identify the structure and format of the Canadian Criminal Code, and apply the elements of selected criminal offences.
  5. Identify the structure and format of various provincial statutes, including the Police Services Act, Coroners Act, Mental Health Act, and Ambulance Act.
  6. Identify the purpose of administrative law and its application to organizational procedures, business cases, and briefing notes.
  7. Identify the structure and levels of the Canadian court and tribunal system.

Camera Use and Recordings - Synchronous (Live) Classes
Synchronous (live) classes may be delivered in person, in a Flexible Learning space, or online through a Seneca web conferencing platform such as MS Teams or Zoom. Flexible Learning spaces are equipped with cameras, microphones, monitors and speakers that capture and stream instructor and student interactions, providing an in-person experience for students choosing to study online.

Students joining a live class online may be required to have a working camera in order to participate, or for certain activities (e.g. group work, assessments), and high-speed broadband access (e.g. Cable, DSL) is highly recommended. In the event students encounter circumstances that impact their ability to join the platform with their camera on, they should reach out to the professor to discuss. Live classes may be recorded and made available to students to support access to course content and promote student learning and success.
